CÉSAR BOCANEGRA is passionate about leveraging technology, data, and operational excellence to create meaningful impact for underserved youth, particularly those in the foster care system. He is driven by optimizing processes, reducing costs, and inspiring teams to achieve their personal best, all in service of the young people who need it most.

César currently serves as Chief Operating Officer at IKASI, an AI-driven marketing optimization company helping enterprise clients increase revenue and profitability through personalized, data-driven strategies. His experience building scalable technology solutions reinforces his belief that innovation should be directed toward improving outcomes for vulnerable populations, including foster youth.

Previously, César served as COO at Crisis Text Line, overseeing volunteer and clinical teams supporting people in their moments of greatest need, while also managing the organization's Spanish-language service. This work deepened his commitment to ensuring underserved communities have access to critical support systems.

Prior to that, César led operations and IT across KIPP SoCal's 23-school network, serving tens of thousands of families and students. Earlier, he spent 12 years at DonorsChoose, helping scale the platform from $5M to over $160M in annual donations.

César holds engineering degrees from Caltech (B.S.) and MIT (M.S.) and an MBA from Wharton. He resides in Alhambra, California with his wife and two children.
